FDA Proposes Mandatory Asbestos Testing for Talc-Based Cosmetic Products

On December 26, 2024, the U.S. Food and Drug Administration (FDA) proposed new regulations mandating asbestos contamination testing for talc-containing cosmetic products. This initiative aligns with the requirements of the Modernization of Cosmetics Regulation Act (MoCRA) of 2022 and aims to strengthen cosmetic safety standards in the United States.
Asbestos is a naturally occurring silicate mineral valued for its heat resistance and insulation properties. It has been widely used in cosmetic ingredients (such as talc), construction materials, and automotive components.
However, asbestos fibers can become airborne and pose serious health risks when inhaled. Both the World Health Organization (WHO) and the U.S. Environmental Protection Agency (EPA) have classified asbestos as a Group 1 carcinogen.

In addition, this past January, we opened a new R&D Center at our Janghang Campus in Seocheon, Chungnam. This state-of-the-art facility provides a comfortable working environment and advanced resources, enabling us to develop products aligned with global regulations and cosmetic market trends.

Thai FDA Strengthens Safety Standards through TiO2 Cosmetic Regulations!

On November 18, 2024, the Thai Food and Drug Administration(Thai FDA) revised regulations regarding the use of titanium dioxide in cosmetics, modifying restrictions, permitted pigments, and requirements for use as a UV filter.
This amendment reflects the approvals from the 39th ASEAN Cosmetic Scientific Body(ACSB) conference held in July 2024, aiming to align Thailand’s cosmetic regulations with the latest ASEAN Cosmetic Directive(ACD).
Under this amendment, titanium dioxide can be used in cosmetics only under specific conditions, with precise restrictions on concentration and product types.
For example, titanium dioxide can be used as a UV filter, but in nano form, it must meet specific safety requirements. Additionally, new labeling requirements are being applied to products containing titanium dioxide to ensure clear information for consumers.
This regulatory amendment is part of Thailand’s efforts as an ASEAN member state to adhere to regional standards, enhance consumer safety, and improve the international competitiveness of the cosmetics industry.
Cosmetic manufacturers and importers must be aware of these changes and ensure their products comply with the new regulations.
To provide customers with trustworthy products, SUNJIN has conducted aerodynamic diameter analysis of our titanium dioxide through an external professional analytical institution.
The analysis results show that our titanium dioxide products contain less than 1% of particles with an aerodynamic diameter over 10µm, thereby perfectly meeting the latest regulations required by Thai FDA.

In this issue, we are pleased to introduce the particle size analysis service provided by the Sunjin Clinical Research Center (SCRC) using state-of-the-art FE-SEM equipment.
Through the use of FE-SEM equipment, high-resolution and high-magnification surface analysis is possible, along with quantitative particle size analysis (Q-SEM), which goes beyond the imaging capabilities of conventional SEM equipment. This enables precise measurement of the fine structures and particle size distribution of powders.
As global regulations on particle size become increasingly stringent, the importance of SEM analysis continues to grow. For instance, China’s NMPA mandates SEM data for cosmetic raw material registration, while French authorities have adopted Q-SEM analysis for identifying nanomaterials. Additionally, the revised COSMOS V4 now requires Q-SEM data submission for raw material registration.
