In Germany, the lead impurity content limit is already below 2ppm, while in Washington State, USA, under Washington State Law HB 1047, which took effect on July 23, 2023, the lead impurity content limit has been strengthened to 1ppm effective January 1, 2025. This is likely to spread from Washington State to the entire United States.

However, considering the reality that manufacturers may find it difficult to immediately achieve the 1ppm standard, the Washington State Department of Ecology announced the following grace period regulations until December 31, 2026:

• General cosmetics: Lead concentration of 2ppm or below

• Color cosmetics and clay masks: Lead concentration of 5ppm or below

However, this grace period policy is temporary, and ultimately stricter regulations will be applied. Considering these future regulations, Sunjin Beauty Science has already developed high-quality ZnO with low lead content of 1ppm or below, and this product is scheduled to be launched as early as Q4 2025.
