FDA Proposes Mandatory Asbestos Testing for Talc-Based Cosmetic Products

On December 26, 2024, the U.S. Food and Drug Administration (FDA) proposed new regulations mandating asbestos contamination testing for talc-containing cosmetic products. This initiative aligns with the requirements of the Modernization of Cosmetics Regulation Act (MoCRA) of 2022 and aims to strengthen cosmetic safety standards in the United States.

Asbestos is a naturally occurring silicate mineral valued for its heat resistance and insulation properties. It has been widely used in cosmetic ingredients (such as talc), construction materials, and automotive components.
However, asbestos fibers can become airborne and pose serious health risks when inhaled. Both the World Health Organization (WHO) and the U.S. Environmental Protection Agency (EPA) have classified asbestos as a Group 1 carcinogen.

•Failure to maintain testing records may result in products being deemed defective under the FD&C Act (Federal Food, Drug, and Cosmetic Act)
