Global Regulations on ‘Forever Chemicals’ PFAS in Cosmetics

In this issue, we will explore the global regulatory trends on per- and polyfluoroalkyl substances (PFAS), commonly known as “Forever Chemicals”, which have been increasingly restricted worldwide in recent years.

 PFAS are synthetic organofluorine compounds known for their strong resistance to water, oil, chemicals, and heat. Due to these properties, they are widely used in food packaging, coatings, detergents, and cosmetics. In particular, PFAS are found in cosmetic products that require high durability and wear resistance.

Because of their extremely stable chemical structure, PFAS do not break down easily in nature. As a result, they contribute to environmental pollution and bioaccumulation issues. Due to these concerns, there has been a surge in customer inquiries and requests for statements regarding PFAS worldwide.

 On February 20th, the French National Assembly passed a bill banning the use of PFAS in cosmetics. Starting in 2026, the manufacture and sale of all cosmetics containing PFAS will be restricted in France. While some PFAS are already regulated as prohibited ingredients in cosmetics in countries such as Korea, the United States, and across Europe, both the European Chemicals Agency (ECHA) and the U.S. Food and Drug Administration (FDA) are conducting additional safety assessments. As a result, broader regulations on PFAS are expected to be introduced after 2026.

FDA Proposes Mandatory Asbestos Testing for Talc-Based Cosmetic Products

On December 26, 2024, the U.S. Food and Drug Administration (FDA) proposed new regulations mandating asbestos contamination testing for talc-containing cosmetic products. This initiative aligns with the requirements of the Modernization of Cosmetics Regulation Act (MoCRA) of 2022 and aims to strengthen cosmetic safety standards in the United States.

Asbestos is a naturally occurring silicate mineral valued for its heat resistance and insulation properties. It has been widely used in cosmetic ingredients (such as talc), construction materials, and automotive components.

However, asbestos fibers can become airborne and pose serious health risks when inhaled. Both the World Health Organization (WHO) and the U.S. Environmental Protection Agency (EPA) have classified asbestos as a Group 1 carcinogen.

Key Points of the FDA’s New Asbestos Testing Regulation:

Mandatory testing for asbestos contamination in talc-based cosmetics

•Implementation of PLM (Polarized Light Microscopy) and TEM (Transmission Electron Microscopy) testing methods

Batch-based sample testing requirements

•Allowing suppliers to provide certificates of analysis, but verification of reliability is mandatory

Failure to maintain testing records may result in products being deemed defective under the FD&C Act (Federal Food, Drug, and Cosmetic Act)

2024 was a year when Sunjin Beauty Science came closer to customers across the globe. Through participation in 11 international exhibitions, we were able to introduce Sunjin Beauty Science to more customers than ever before.

In addition, this past January, we opened a new R&D Center at our Janghang Campus in Seocheon, Chungnam. This state-of-the-art facility provides a comfortable working environment and advanced resources, enabling us to develop products aligned with global regulations and cosmetic market trends.
